Portsmouth City Council (Victorious Festival) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.136) Order 2025
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 16A of the Road Traffic Regulation Act 1984, as amended by the Road Traffic Regulation (Special Events) Act 1994, and of all other enabling powers, and after consultation with the Chief Officer of Police and Secretary of State.
The Order comes into operation from Thursday 21st August 2025 and the effect will be as follows:-
A) TEMPORARY PROHIBITION OF VEHICLES (INCLUDING CYCLES for Section A.1)

As and when required for crowd safety, to accommodate large volumes of pedestrians in the carriageway. This restriction shall apply only at such times and to such extent as shall from time to time be indicated by traffic signs and will be removed as soon as is safe to do so.

J) REASON FOR THE ORDER
The Order is required to allow for the safe set up and take down of event infrastructure for the Victorious Festival event, to reduce the disruption to traffic likely to be caused by the event for avoiding danger to persons or other traffic using the road or any other road and for preventing the likelihood of any such danger arising.
K) DURATION OF THE ORDER
From 08:00 on Thursday 21st August 2025 to 20:00 on Tuesday 26th August 2025.
L) DIVERSION
The alternative route for all vehicles (including cycles) during closure times listed in A) 1. on Clarence Esplanade and Avenue de Caen will be Jack Cockerill Way, Clarence Parade, Duisburg Way, Pier Road and vice versa.
The alternative route for all vehicles (except cycles, taxis and buses) during the closures listed in B) will be Richmond Road – Victoria Road South – Elm Grove – Kings Road and vice versa.
The alternative route during egress times listed in D) 1. will be: Clarendon Road – Osbourne Road (and vice versa).
The alternative route during egress times listed in D) 2. will be Clarendon Road, Richmond Road, Marmion Road, Grove Road South, Elm Grove, Kings Road and vice versa.
Pedestrian access will be maintained.
Cyclists diverted from cycle lane opposite Clarendon Road to South Parade.
