Portsmouth City Council (Local Carriageway Resurfacing – Phase 3) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.143) Order 2025
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 1st September 2025 and the effect will be as follows:
A) TEMPORARY ROAD CLOSURE AND PROHIBITION OF LOADING AND WAITING
WESTERN ROAD (WESTBOUND)
From its junction with Portsbridge Roundabout to its junction with Southampton Road.
UNICORN ROAD – In its entirety.
BISHOP CRISPIAN WAY – In its entirety.
EDINBURGH ROAD –Â From its junction with Unicorn Road to its junction with Spring Street.
STANHOPE ROAD – From its junction with Edinburgh Road to its junction with Willis Road (north junction).
CASCADES APPROACH – From its junction with Charlotte Street to its junction with Unicorn Road.
SOUTHAMPTON ROAD – From its junction with Watersedge Road to 50 metres east of Clement Attlee Way.
SOUTHAMPTON ROAD (WESTBOUND) – From its junction with Compass Way to its junction with Port Way.
B) REASON FOR THE ORDER
To facilitate resurfacing works.
C) DURATION OF THE ORDER
From 1st September 2025 to 31st August 2026 or completion of the works, whichever is sooner. Notwithstanding the above, works will take place between 21:00 and 05:00. Notwithstanding the above, works will take place in sections as notified by signage and letters to residents in advance of works taking place.
D) DIVERSION
Vehicles will be diverted from:
Western Road – Portsbridge Roundabout, Northern Road, Spur Road Roundabout, Southampton Road; and
Queen Street, Alfred Road, Market Way, Hope Street Roundabout, Anglesea Road, St Michaels Road, King Richard l Road, Winston Churchill Avenue, Bradford Junction Roundabout, Holbrook Road; and
Station Street, Arundel Street, Holbrook Road, Lake Road, Cornmill Street, Market Way, Hope Street Roundabout; and
Southampton Road, Northern Road, London Road, Southwick Hill Road, James Callaghan Drive, Portsdown Hill Road, Down End Road, Portchester Road, West Street, Portchester By-pass, East Street, Southampton Road and vice versa; and
M27 westbound, J11 off slip to A27, A27, Cams Hill, Portchester Road, West Street, East Street, Southampton Road and Southampton Road, East Street, West Street, Porchester Road, Cams Hill, A27, M27 on slip Eastbound, M27, M27 J12 eastbound off slip.
Pedestrian access will be maintained around the works.
Cycles to follow vehicle diversion or dismount and follow pedestrian diversion around the works.
