Portsmouth City Council (Victorious Festival) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.139) Order 2026
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 16A of the Road Traffic Regulation Act 1984, as amended by the Road Traffic Regulation (Special Events) Act 1994, and of all other enabling powers, and after consultation with the Chief Officer of Police and Secretary of State.
The Order comes into operation from Wednesday 26th August 2026 and the effect will be as follows:-
A) TEMPORARY ROAD CLOSURE
1. From 08:00 Wednesday 26th August 2026 until 08:00 on Thursday 27th August 2026
CLARENCE ESPLANADE From its junction with Avenue de Caen to west of its junction with The Pyramids Car Park.
2. From 08:00 on Thursday 27th August 2026 to 08:00 on Monday 31st August 2026.
CLARENCE ESPLANADE From its junction with Long Curtain Road to west of its junction with The Pyramids Car Park.

As and when required for crowd safety, to accommodate large volumes of pedestrians in the carriageway. This restriction shall apply only at such times and to such extent as shall from time to time be indicated by traffic signs and will be removed as soon as is safe to do so.

H) REASON FOR THE ORDER
The Order is required to allow for the safe set up and take down of event infrastructure for the Victorious Festival event, to reduce the disruption to traffic likely to be caused by the event for avoiding danger to persons or other traffic using the road or any other road and for preventing the likelihood of any such danger arising.
I) DURATION OF THE ORDER
From 08:00 on Wednesday 26th August 2026 to 20:00 on Friday 4th September 2026.
J) DIVERSION
The alternative route for all vehicles during closure times listed in:
A) 1. Jack Cockerill Way, Clarence Parade, Avenue de Caen.
A) 2-5. South Parade, Clarence Parade, Duisburg Way, Pier Road (South) and Pier Road (North), Gordon Road, Victoria Avenue.
The alternative route for all vehicles during the closures listed in:
B) Clarendon Road, Richmond Road, Victoria Road South, Elm Grove, Kings Road, Museum Road, High Street, Pembroke Road, Victoria Avenue and vice versa.
The alternative route for all vehicles (except cycles, taxis, and buses) during the closures listed in:
C) Clarendon Road, Richmond Road, Victoria Road South, Elm Grove, Kings Road and vice versa.
Pedestrian access to businesses will be maintained.
Cyclists to follow vehicle diversion or dismount and follow pedestrian diversion.
