Portsmouth City Council (South Parade) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.28) Order 2026
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 16th February 2026 and the effect will be as follows:
A) TEMPORARY ROAD CLOSURE AND PROHIBITION OF LOADING AND WAITING
SOUTH PARADE
From its junction with Eastern Villas Road to St Helens Parade.
CLARENCE ESPLANADE
From its junction with The Dell to South Parade.
KIRKSTALL ROAD
From rear of The Berkeley, 34-37 South Parade to its junction with South Parade.
CLARENDON ROAD
From its junction with Kirkstall Road to South Parade.
B) TEMPORARY ROAD CLOSURE (DIRECTIONAL)
CLARENDON ROAD (SOUTHBOUND)
From its junction with Granada Road to Kirkstall Road.
C) BANNED RIGHT TURN
SOUTH PARADE (WESTBOUND)
At its junction with Kirkstall Road.
KIRKSTALL ROAD (SOUTHBOUND)
At its junction with South Parade.
D) TEMPORARY PROHIBITION OF LOADING AND WAITING
SOUTH PARADE
Loading bay outside Savoy House (Co-op).
Loading bay opposite Savoy House (Co-op).
Loading bay opposite its junction with St Helen’s Parade.
E) TEMPORARY CYCLEWAY CLOSURE
CLARENCE ESPLANADE
From its junction with The Dell to its junction with South Parade (both directions).
F) TEMPORARY FOOTWAY CLOSURE
SOUTHSEA ESPLANADE PROMENADE
From The Dell to opposite its junction with Alhambra Road.
G) REASON FOR THE ORDER
To facilitate sea defence works.
H) DURATION OF THE ORDER
From 16th February 2026 to 15th August 2027 or completion of the works, whichever is sooner.
Notwithstanding the above, works will take place in sections as notified by signage and letters to residents in advance of works taking place.

I) DIVERSION
Vehicles will be diverted from:
South Parade – Clarence Parade, Duisburg Way, Pier Road, Bellevue Terrace, Jubilee Terrace, Kings Terrace, Landport Terrace, Hampshire Terrace, St Michaels Road, King Richard I Road, Winston Churchill Avenue, Victoria Road North, Goldsmith Avenue, Milton Road, Eastney Road, Henderson Road, Eastney Esplanade and St Georges Road, Cromwell Road, Eastney Road, Milton Road, Rodney Road, Fratton Way, Goldsmith Avenue, Victoria Road North, Winston Churchill Avenue, Winston Churchill Avenue, Lord Montgomery Way, Hampshire Terrace, Landport Terrace, Kings Terrace, Jubilee Terrace, Bellevue Terrace, Pier Road, Duisburg Way, Clarence Parade, South Parade.
St Helens Parade – Granada Road, The Strand Roundabout, Burgoyne Road, South Parade.
Clarence Esplanade – The Dell, South Parade.
Kirkstall Road – Eastern Villas Road, Clarendon Road, The Strand Roundabout, Granada Road, St Helens Parade, Southsea Esplanade.
Pedestrian access will be maintained around the works with controlled crossing facilities on South Parade for closure on Southsea Esplanade Promenade.
Cycles to follow vehicle diversions or dismount and follow pedestrian diversion around the works.
