The Portsmouth City Council (Special Events) (Temporary Prohibition of Driving, Loading and Waiting) (No.52) Order 2026
NOTICE IS HEREBY GIVEN that Portsmouth City Council, the Highway Authority, intends to make the above Order under Section 16A of the Road Traffic Regulation Act 1984. Portsmouth City Council is satisfied that traffic on the said roads should be prohibited for the purpose of facilitating the holding of the following civic and community events and proposes to make an Order, the effect of which is that no person shall cause or permit any vehicle to proceed, load or wait along the lengths of road for the times listed in the schedules of the full Order. Pedestrian and emergency vehicle access will be maintained at all times. The duration times in this Notice will be the maximum duration for each event. Actual times may be less and will be communicated by means of on-street notices 14 days prior to each event taking place, where required.
The Order will be in operation from 29th March 2026 and will continue in force until 20th November 2026 at the dates and times listed in schedule (i) below for the purpose of holding of events on the highway.

St Mary’s Palm Sunday Church Parade
From 09:30 to 10:00 on Sunday 29th March 2026

1. FYNING STREET– In its entirety from 09:30 to 09:34
2. COMMON STREET- Between its junction with Union Place and Lords Street (09:33-09:37)
3. KING ALFRED STREET- Between its junction from Church Road and a length of 100 meters towards Tottenham Road from 09:37 to 09:45
4. CHURCH ROAD- Between its junction with King Alfred Street and Fratton Road from 09:45- 09:50
5. FRATTON ROAD- Crossing point from Church Road to St Mary’s Church grounds from 09:48 to 09:55 The roads to be closed for than 15 minutes between any two junctions. Traffic to follow the parade.

A rolling road closure will be in place. Vehicles will be held up at the side junctions with Fratton Road while the parade passes with delays of up to 30 minutes at each junction. Vehicles from side roads will be marshalled southbound after the parade has passed. Vehicle access will be maintained to Selbourne Terrace to and from Fratton Bridge Roundabout.
Pedestrian access will be maintained. Cyclists to dismount or follow vehicle diversions.
