Portsmouth City Council (Southsea Fireworks) (Temporary Road Closure) (Temporary Prohibition of Waiting and Loading) (No.149) Order 2024
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 16A of the Road Traffic Regulation Act 1984, as amended by the Road Traffic Regulation (Special Events) Act 1994.
The Order comes into operation from 5th November 2024 and the effect will be as follows:-
A) TEMPORARY ROAD CLOSURE
SERPENTINE WAY
In its entirety.
Duration: From 06:00 – 20:00
DUISBURG WAY
In its entirety.
Duration: From 19:15 – 20:00
CLARENCE PARADE
From its junction with Duisburg Way to its junction with Auckland Road West.
Duration: From 19:18 – 19:32 (To facilitate egress)
CLARENCE ESPLANADE
Between its junction with Serpentine Way and D-Day Car Park.
Duration: From 06:00 – 20:00
B) TEMPORARY FOOTWAY CLOSURE
CLARENCE ESPLANADE
Promenade from the Southsea Rowing Club to the Sea Life Centre (including the temporary footpath around the sea defence works).
Duration: From 16:30 – 20:00
Both footways between its junction with Serpentine Way and D-Day Car Park.
Duration: From 06:00 – 20:00
C) TEMPORARY PROHIBITION OF WAITING AND LOADING
CLARENCE ESPLANADE From its junction with Flood Gates (east) to the D-Day Car Park Entrance. (Parking already suspended from Serpentine Way to Flood Gates (east) under TTRO 135/2024)
Duration: From 06:00 – 20:00
D) REASON FOR THE ORDER
To facilitate the Southsea Fireworks event.
E) DURATION OF THE ORDER
From 06:00 to 20:00 on 5th November 2024 or completion of the event, whichever is sooner.
F) DIVERSION
Vehicles will be diverted from Avenue De Caen – Clarence Parade – Duisburg Way – Pier Road – Clarence Pier Road and Clarence Esplanade – Pier Road – Duisburg Way – Clarence Parade – Jack Cockerill Way.
Pedestrian and works access will be maintained around the event, except along Clarence Esplanade between 16:30 to 20:00 for safety reasons associated with the event.
Cycles to follow vehicle diversion or dismount and follow pedestrian diversion around the event.
