Portsmouth City Council (Portsea Carnival) (Temporary Road Closure) (Temporary Prohibition of Waiting and Loading) (No.109) Order 2024
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 16A of the Road Traffic Regulation Act 1984, as amended by the Road Traffic Regulation (Special Events) Act 1994.
This Order revokes the closures previously made Order for Portsea Carnival under The Portsmouth City Council (Special Events) (Temporary Prohibition of Driving, Loading and Waiting) (No. 66) Order 2024.
The Order comes into operation from 9th August 2024 and the effect will be as follows:-
A) TEMPORARY ROAD CLOSURE
AYLWARD STREET
From its junction with Queen Street to the Portsea Venture Playground.
B) TEMPORARY ROAD CLOSURE (ROLLING ROAD CLOSURE)
From 12.45 to 14.00, or at the discretion of the Highway Authority or its agents. Roads will reopen when it is deemed safe to do so.

C) TEMPORARY PROHIBITION OF RIGHT TURN (LANE CLOSURE)
ALFRED ROAD
No right turn into Queen Street.
D) TEMPORARY PROHIBITION OF LEFT TURN (LANE CLOSURE)
ANGLESEA ROAD
No left turn into Queen Street.
E) PROHIBITION OF LOADING AND WAITING
AYLWARD STREET
From its junction with Queen Street to the Portsea Venture Playground.
SHIP LEOPARD STREET
Ship Leopard Street Parking Area.
F) REASON FOR THE ORDER
To facilitate Portsea Carnival event.
G) DURATION OF THE ORDER
This Order shall come into operation from 18:00 on 9th August 2024 to 23:59 on 10th August 2024 or completion of the event, whichever is sooner.
Notwithstanding the above, the restrictions will only be in effect at the times indicated above for Section B and by the placement of signage for each length of road to be closed. Roads will reopen when it is deemed safe to do so. The restrictions in Sections C and D above will only be in effect for the duration of the Portsea Carnival parade between 13:00 and 14:00 on Saturday 10th August 2024. The restrictions on Ship Leopard Street will only be in force between 10:00 and 16:00 on Saturday 10th August 2024.
H) DIVERSION
Aylward Street is a no through road from Queen Street.
Vehicles will be diverted from Anglesea Road – Alfred Road – Hope Street Roundabout – and Alfred Road – Anglesea Road – Park Road – Burnaby Road – Cambridge Road – St George’s Road – The Hard – Queen Street.
Roads will be re-opened by 14:00 or completion of the event, whichever is sooner.
Pedestrian and cycle access will be maintained/diverted around the event.
Cycles to follow vehicle diversion or dismount and follow pedestrian diversion around the event.
