Private finance or lease agreement vehicles
If the vehicle is on finance or lease, you need to provide a copy of the agreement which must be in your name and address within the resident parking zone. If it is in someone else’s name, a permit cannot be issued.
In some circumstances, we may also require additional evidence.

Courtesy cars
If your vehicle is in for repair and you have a courtesy car from a garage or your insurer, complete the change of vehicle form and select the “courtesy vehicle” option. You will need to upload the hire agreement provided by the garage or insurer.
We aim to update changes the same day (Mon–Fri) if received by 1pm.
There is no charge for this. The change can be valid for up to 28 days. When your original vehicle is returned, email parking.permits@portsmouthcc.gov.uk to update the details. If your car is written off and replaced, the process is the same as changing your vehicle. The cost for changing details is £10.
Multiple vehicles
If you own more than one car or regularly bring different company cars home, but only require one vehicle to be parked, please email parking.permits@portsmouthcc.gov.uk for guidance.
Shared vehicles
Permits can be issued for shared vehicles if:
- the car is registered in a Portsmouth permit zone
- both drivers confirm the car is shared regularly
- the sharer proves they live in a different zone
- the insurance shows both drivers are insured
- the insurance company confirms the car can be kept at either address
Foreign-registered vehicles
Foreign-registered vehicles cannot have a resident permit unless they are being re-registered in the UK.
You must show proof you’ve started the process with the DVLA. Once you get the new registration document, send us a copy so we can update your permit.
