Portsmouth City Council provides a range of parking services, including:
- resident parking schemes, on-street parking and council car parks
- disabled driver parking
- abandoned vehicle and non-motorised vehicle removal
The council is also responsible for enforcing parking restrictions and issuing penalty charge notices, which are payable online.
As well as ensuring fair parking for residents, businesses and visitors, we play a vital role in keeping the city moving, monitoring major roads from our traffic control room. We also promote road safety and fight vehicle crime alongside the police.

Civil Parking Enforcement - Code of Practice
The Code of Practice is for the council’s Civil Enforcement Officers to follow when issuing penalty charge.
