Third permits are not available in following zones:
- BB - The Heights
- FA - Old Commercial Road
- JA - Portsea
- JD - North Portsea
- KA - Old Portsmouth
- KB - Hambrook
- KC - West Southsea
- MD - Kings Area
- MI - Middlesex Road
