The Seafront Masterplan Supplementary Planning Document (SPD) sets out guidance on how the seafront can be improved and conserved. As an adopted SPD, it’s used to guide developers and help the council make decisions on proposals for the area.

We consulted with local people in 2018, 2019, and 2020 before finalising the masterplan. View the results of the 2020 Seafront Masterplan consultation. The final masterplan has replaced the 2013 Seafront Masterplan, and was considered in a full Cabinet meeting on Friday 19 March.

The masterplan has been updated to include new opportunities created by the Southsea Coastal Scheme, which is constructing new sea defences. It covers themes including:

  • climate change
  • health and wellbeing
  • heritage
  • natural environment
  • public spaces
  • transport and access
  • economy and attractions
  • development opportunities

A Collaborative Enhancement Plan (CEP) has been produced to complement the Seafront Masterplan, with ideas for how its ambitions could be achieved. It demonstrates one possible scenario for delivering the masterplan as part of the new sea defences.
