If you live in a resident parking zone, you need a permit to park your car. You can apply online or by post.
Permit costs
- first vehicle permit: £30 (annual – 12 month permit)
- second vehicle permit: £120 (annual – 12 month permit)
- third vehicle permit: £300 (annual – 12 month permit)

How to apply online
Before you apply, make sure your road is in a resident parking zone.
You can apply for a resident parking permit online.
If you think your application did not go through, do not apply again – email the team at parking.permits@portsmouthcc.gov.uk.
Required documents
You’ll need to upload a photo or scan of:
- your car’s registration paper (V5C) showing car make and model, number plate, and your name and address
- proof of where you live, such as Council Tax bill, rental or tenancy agreement, solicitor’s letter confirming purchase of property, and utility bill (from the last 3 months)
Driving licences, bank statements, and mobile phone bills are not accepted as proof of address.
After you apply online
Once you finish the online application form and pay, you can park right away. You’ll get an email with your virtual permit. If you don’t see the email, check your junk or spam folder. You won’t get a paper permit. It’s all online now.
If you’ve moved or your car is registered at a different address
You can still apply online. You will need to update your V5 (vehicle registration document) with the DVLA, so your vehicle is registered to the permit holder at the permit address. You can do this online on the GOV.UK website.
If you just purchased the vehicle
You can still apply. You will need to upload a copy of the new keeper’s slip, sales invoice, purchase agreement, etc. Once you have received your updated V5, you will need to email a copy of this to parking.permits@portsmouthcc.gov.uk.
