The key purpose of the Housing and Economic Land Availability Assessment (HELAA) is to demonstrate the availability of sites for housing and employment development within Portsmouth. The Council updates the HELAA on a regular basis to provide an accurate representation of land availability within the City, to inform plan-making, and to help address any failures in meeting the Housing Delivery Test.
The most recent HELAA is the 2025 HELAA:
- Housing and Economic Land Availability Assessment (HELAA) 2025 Report and Appendices
- Housing and Economic Land Availability Assessment (HELAA) 2025 Spreadsheet
- Housing and Economic Land Availability Assessment (HELAA) 2025 Map of Sites
The methodology for the HELAA is published separately in a stand-alone document, the latest version of the HELAA Methodology is dated 2025.
