Improving our homes

Portsmouth Homes, the housing service of Portsmouth City Council, is delivering Project 2030 – a major improvement programme to make every council property safe, modern, and compliant with the highest standards.

Why are we doing this?

In April 2024, the Regulator of Social Housing introduced new consumer standards for social housing landlords.

Although all homes are currently safe to live in, we need to take action to meet these new standards and comply with upcoming legislation. This means accelerating essential upgrades over the next five years.

What does this mean for residents?

We will need access to all properties to continue our stock condition and electrical inspection programmes. Additional visits may be required if repair works are identified during these inspections.

All residents in blocks of flats will receive planned maintenance works linked to the completion of Fire Risk Assessment Actions. For most residents, disruptions should be minimal. However, some residents living in high rise blocks of flats may need to move out temporarily while work is carried out.

If you need to temporarily move out, you will receive plenty of notice and full support from our team. Before any work begins, we will contact you directly to explain what’s happening and answer any questions. Our aim is to make this process as smooth as possible and keep you informed every step of the way.

What’s involved in Project 2030?

Project 2030 focuses on:

  • Building safety programme – A £110m programme to complete Fire Risk Assessment actions for all high and medium rise blocks of flats by 2030.
  • Low rise fire safety programme – A £70m programme to complete Fire Risk Assessment actions for all low-rise blocks of flats by 2030.
  • Electrical inspections – Every property will have had an electrical inspection within the last five years, including completion of high priority actions arising by May 2026.
  • Stock condition surveys – All properties will have a survey by September 2026.
  • Decent Homes Standard – Survey data will identify any urgent repair issues, such as damp and mould, and guide long-term investment priorities to ensure that all properties meet the Decent Homes Standard.
  • Minimum Energy Efficiency Standards – We will assess all properties and plan work to ensure all properties meet a minimum EPC (Energy Performance Certificate) C rating (where practical) by 2030.
  • Asset Management Strategy – A new strategy for managing the repairs and maintenance of our stock will be developed in 2026/2027 and regularly updated to adapt to new legislation.
