The key purpose of the Housing and Economic Land Availability Assessment (HELAA) is to demonstrate the availability of sites for housing and employment development within Portsmouth.  The Council updates the HELAA on a regular basis to provide an accurate representation of land availability within the City, to inform plan-making, and to help address any failures in meeting the Housing Delivery Test.

Call for Sites

In spring 2025 the Council ran a ‘Call for Sites’ for new housing and employment sites to inform the preparation of a new HELAA. The closing date for submissions was 24th April 2025 and the 2025 HELAA has since been published. The Council is happy to accept the submission of new sites to the HELAA, which should be accompanied by a completed Call for Sites Proforma, but any such sites proposed for development will now be considered in future iterations of PCC’s HELAA.
