In order to maintain high standards on all the graves and cemeteries in general, we need the co-operation of everyone involved, especially grave owners.
All monuments, memorials, wreaths, plants and all other items placed in the cemetery are the responsibility of those that do so. The council does not accept responsibility for the repair or maintenance of such items that do not conform with the regulations, for instance, erected on approval and made of natural stone.
To keep the cemetery safe for staff and visitors alike we reserve the right to remove any unsuitable material on or around a grave as well as any tree or shrub that is obstructing a grave, memorial or pathway. The council reserves the right to recover from the grave owner any costs involved in making safe.
Do not place any glass items on graves as when they freeze they break in to pieces and the shards are very hazardous.
Ensure you read the guidelines relating to memorials, their correct dimensions and what you are allowed. This guidance also forms the ongoing regulations in force.
Memorial inspections programme in Portsmouth Cemeteries
Historically there have been a number of accidents in cemeteries around the UK, some of which have sadly resulted in fatalities, due to memorials being unsafe.
Whilst memorials are the responsibility of the registered grave owner Portsmouth City Council have a responsibility for ensuring that its Cemeteries are safe for both staff to work in and for the public to visit.
All memorials over 24 inches in height in all Cemeteries will be inspected by trained staff using industry approved testing procedures at least once during a rolling 5-year period to assess their stability.
Any memorials found to be unstable will be carefully laid flat by an approved Stonemason, to ensure they do not present a risk to Cemetery visitors. A notice will be attached to the memorial advising the Grave Owner to contact our office and we will guide you through what options there are.
Our team will make every effort to contact the grave owner where any action has been taken due to a memorial failing a safety inspection.
If you should see any memorials within the Cemetery that have been laid down, please do not attempt to move them.
