You’ll receive a Penalty Charge Notice (PCN) if your vehicle breaks parking rules, such as:

  • parking on double yellow lines
  • not having paid the parking charge
  • not having a valid permit
  • not displaying a valid pay and display ticket
  • parking alongside a dropped kerb – vehicles displaying disabled badges are not exempt
  • parking more than 50cm from the kerb

If your car blocked a dropped kerb or was parked more than 50cm from the kerb, the fine is £70. If you pay within 14 days, the fine will go down to £35.

Portsmouth City Council can enforce parking rules and employs Civil Enforcement Officers to make sure parking schemes and restrictions are followed. Penalty Charge Notices follow the Traffic Management Act 2004. Read more about challenging a Penalty Charge Notice.

Parking across dropped kerbs at residential properties

We only enforce rules on dropped kerbs leading to residential garages and driveways if the property owner asks us to. The owner must prove that the dropped kerb is used for vehicle access.

No enforcement action is taken if a dropped kerb is no longer used (for example when an extension replaces a garage or driveway).
