We use a range of tools to encourage or enforce the return of empty homes to use. These include:

  • Informal engagement – letters, advice, and support to help owners take action.
  • Enforcement powers – in serious cases, we may use legal tools to both address the issues presented and bring properties back into use. There are circumstances that limit the use of these powers, such as where the owner of an empty property is giving or receiving care elsewhere.

Our support for owners

We support owners who want to bring their empty properties back into use, including:

  • Signposting to advice and guidance on selling, renting, or renovating.
  • Access to the Private Rental Scheme, which offers guaranteed rent and property management.
  • Reduced VAT letters for refurbishment works on long-term empty homes.
  • We may be able to purchase your property, contact us at housing.supply@portsmouthcc.gov.uk.
  • We may be able to lease your property and manage it on your behalf, contact us at HousingPLS@portsmouthcc.gov.uk. This way you get an income every month without any worry about renting the house.
