The Future Portsmouth Plan will set out the long-term vision for Portsmouth and how the city will grow and develop over the coming years. This will include planning for the homes and jobs we need to provide to make sure they are built in the right place, at the right time, with the necessary facilities and services, whilst protecting the environment as much as possible.
The Future Portsmouth Plan is a new style Local Plan that will set out the framework for how Portsmouth will grow up to 2045. We expect to have the Future Portsmouth Plan in place during 2029.
The requirement to prepare a new style Local Plan came in when new regulations were introduced in March 2026, enacting legislation brought in in October 2023, requiring local authorities to prepare local plans under a new planning system.
Work on the Future Portsmouth Plan will take place in tandem with work continuing on the Portsmouth Local Plan, which plans for development up to 2040.

We have published a Local Plan timetable which sets out the timeframe for the preparation of the Future Portsmouth Plan, in line with the government’s new 30-month local plan process and guidance on creating a plan timetable.
We have published our Notice of Intention to Commence Local Plan Preparation on 14 July 2026. This marks the start of the formal Local Plan preparation process.
