Share your views on the Future Portsmouth Plan and help identify priorities and issues facing the city.

Portsmouth City Council as local planning authority hereby gives notice under Regulation 20 of the Town and Country Planning (Local Planning) (England) Regulations 2026 of its Scoping Consultation.

The Scoping Consultation (PDF, 686.9KB) is the first stage in preparing the new Future Portsmouth Plan (FPP). The Council would like to hear from people who live and work in the City and other stakeholders on the new FPP. The Council would like your views on the following matters:

  • The Vision for the FPP;
  • The key issues facing the City;
  • The priorities for the FPP;
  • How the Council should engage with consultees in the preparation of the FPP.

Your feedback will help us agree the scope of the FPP and establish how people should be consulted on this to feed into the FPP. This will then be set out in the Council’s new Engagement Strategy.

The Scoping Consultation is running from 29 September to 2 November 2026. You can respond to this consultation by completing a response form. The deadline for responses is 11:59pm on 2 November 2026.
