We formally approved the Community Infrastructure Levy (CIL) charging schedule on 24 January 2012. It applies to all development permitted after 1 April 2012. The basic rate for CIL in Portsmouth in the year the CIL charging schedule was adopted was £105/m². Please see the CIL charging schedule for full details.

The CIL regulations include indexation to update the CIL rate annually using the RICS CIL Index (which is based on the BCIS All-In Tender Price Index). This means that the rates shown in the 2012 CIL Charging Schedule will change annually on 1 January.

The basic CIL rate for 2026 is £188.34 (lower rate £95.07) and will apply to developments permitted from 1 January 2026 to 31 December 2026.

The basic CIL rate for 2025 is £184.10 (lower rate £92.93) and will apply to developments permitted from 1 January 2025 to 31 December 2025.

On 1 September 2020 the Use Classes Order was amended.

The application and effect of the CIL Charging Schedule will remain unchanged.

Reference in the CIL Charging Schedule to use classes that were specified in the Use Classes Order prior to 1 September 2020 are to be read as if they were references to the descriptions of the uses which comprised those use classes before that date.
