The antisocial behaviour (ASB) case review gives people who are dealing with antisocial behaviour the right to ask for a review of their case, if certain conditions are met. The aim is to look at what actions have been taken so far and decide if they are appropriate for the situation.  

Who can request the ASB case review

  • a victim of antisocial behaviour 
  • another person acting on behalf of the victim 
  • an individual acting on behalf of a group of residents or a community group 

ASB case review threshold

An ASB Case Review can be requested if the following conditions apply, and no action has been taken to deal with the anti-social behaviour when: 

  • an individual makes three or more complaints about anti-social behaviour within a six-month period.
  • a group of five people in a local community report similar incidents of anti-social behaviour – the individual acting on behalf of the group must have the consent from all the other individuals to start the ASB case review

To meet the criteria, incidents must: 

  • been reported within one month of happening
  • the last reported incident must have occurred within the last six months

How to activate the ASB case review

The victim or representative can contact: 

  • Hampshire & IOW Constabulary on the non-emergency number 101 
  • council tenants and leaseholders (Portsmouth Homes)
  • other Portsmouth residents safecleantidy@portsmouthcc.gov.uk  

What happens next

The information will be sent to the relevant local authority. If the threshold is met agencies will share information, review what action has been taken so far and decide if further action is needed to help resolve the issue.  

If you are experiencing a new anti-social behaviour issue

First, consider the safety of you and others. If in immediate danger, call the police immediately on 999. These can be situations where: 

  • a crime is happening 
  • someone is suspected of a crime nearby 
  • there is danger to life 
  • violence is being used or threatened
