The Learning Disability Supported Living Framework started again on 1 April 2024. It will run for 8 years, until 1 April 2032.

The framework will be opened again by 1 April 2029, but we don’t yet know what this will look like. We’ll share updates when we know more.

What’s in the framework?

There are 3 types of services, called ‘Lots’:

  • Lot 1: Standard supported living services
  • Lot 2: Complex supported living services
  • Lot 3: Floating support services

These services are for people with learning disabilities.

  • Lot 1 has 12 providers
  • Lot 2 has 11 providers
  • Lot 3 has 6 providers

Some providers are already working in Portsmouth, and some are new to the city.

Supported living in Portsmouth

In Portsmouth, we mostly use supported living instead of residential care.

  • About 94% of placements are supported living
  • About 6% are residential care

In supported living, people have tenancies and rights to their homes.

Most supported living homes are provided by Portsmouth City Council’s housing department. These homes are specially designed for the people who live in them.

Right now, we don’t need any new services outside of what we’re already building. If this changes, we’ll let the local market know.

Tendering Services

We follow a tender plan to choose services.

We aim to run 3 to 4 tenders each year.

From the start of the framework to the end of 2025, we will have:

  • Completed 4 service tenders
  • Offered our Floating Support opportunity

From 2026 onwards, we plan to tender 9 existing contracts. We hope to finish all tenders by the end of 2028.

Future Updates

We don’t yet know how the framework will reopen in 2029.

All updates will be shared on our E-Sourcing site, In-Tend. Care providers can find and apply for contract opportunities with Portsmouth City Council using the InTend portal.
