Adults Care and Support Accommodation Strategy 2024–2034

This strategy explains how Portsmouth City Council plans to support adults with care needs to live safely and independently in homes that suit them. It looks at the types of housing available now – like sheltered housing and extra care – and what will be needed in the future.

The document shows:

  • What housing is available now and where there are gaps
  • Who can access different types of housing and how
  • What the council spends on housing with care
  • What needs to improve to meet future demand

It’s designed to help care providers understand local needs, plan services, and work with the council to make sure people get the right support in the right place.

Market Sustainability and Improvement Fund (MSIF)

MSIF was first introduced in April 2023. The primary purpose of the fund in to support local authorities to maintain existing improvements made since the fund began.

This funding is also expected to support local authorities to, where possible, seek further improvements to ASC services in their area, in particular to build capacity and improve market sustainability.

Context

Under Section 5 of the Care Act 2014, local authorities have a duty to promote the efficient and effective operation of the market for ASC and support as a whole. The ambition of the Care Act 2014 is for local authorities to influence and drive the pace of change for their whole market, leading to a sustainable and diverse range of care and support providers, continuously improving quality and choice and delivering better, innovative and cost-effective outcomes that promote the wellbeing of people who draw on care and support.

This report outlines the average fees paid by local authorities to external care providers during the 2025 to 2026 financial year. It also highlights how these fees have changed compared to previous years.

Our Market Sustainability Plan sets out the current sustainability of the 65+ care home market and the 18+ domiciliary care (care at home) market, the expected impact of future market changes, and the plans to start to address some of those issues.
