You can challenge a Penalty Charge Notice (PCN) if you think it was a mistake:

  • online on our parking tickets portal
  • by post – Parking Service, Civic Offices, Guildhall Square, Portsmouth PO1 2NE

If you challenge a PCN within 14 days but aren’t successful, you can still pay at the discounted rate.

The vehicle owner can also appeal further. They can do this once they’ve received the Notice to Owner. If this second appeal fails, they can contact the Traffic Penalty Tribunal for an independent judgement.

Vehicle breakdowns

If your vehicle had broken down, you’ll need to send proof with your appeal, such as:

  • an invoice confirming repairs to your vehicle,
  • evidence of vehicle recovery,
  • vehicle breakdown attendance (eg AA/RAC)

Running out of fuel isn’t a valid reason for cancelling a PCN.

Blue badge holders

As a blue badge holder, you’re allowed to park:

  • on double yellow lines for up to three hours
  • in pay and display areas
  • in limited wait areas (including resident parking bays)

You could get a PCN if you displayed your blue badge incorrectly. You might also get a PCN if you didn’t display the time clock correctly.

In your appeal, you’ll need to send a copy of your blue badge (front and back).

We’ll normally only cancel the PCN the first time this happens.

Blue badge holders are not allowed to park in:

  • areas for loading or unloading
  • bus stops
  • taxi ranks

Vehicles loading or unloading goods

Loading or unloading has to be ongoing. Once the goods are delivered or collected, you must move your vehicle. You can’t leave your vehicle in an area where loading or unloading is not permitted.

If you appeal your PCN, you’ll need to include proof of the goods you were loading or unloading. This could be a delivery note.

PCNs in pay and display or resident parking zones

You might receive a PCN if your permit, scratchcard or ticket was displayed incorrectly or fell on the floor.

You’ll need to send a copy of your valid permit, scratchcard or pay and display ticket with the appeal. We’ll normally only cancel the PCN the first time this happens.

If you parked in a pay and display area and you couldn’t buy a ticket because the machine wasn’t working (and there were no other machines nearby), tell us in your appeal. We can check whether any machines were not working at any time.

Stolen vehicles

If your vehicle was stolen, include the Police incident number in your appeal. We’ll check to confirm the time and date the vehicle was stolen.

Late representation to challenge a Penalty Charge Notice

Our policy with regard to late representations is:

  • any representation made after the end of the period of 28 days beginning with the date on which the relevant Notice to Owner was served may be disregarded
  • any representations received after the end of the specified period will not be disregarded if evidence (such as a postmark) can be shown that they were made during the period

In other words, your appeal must be written and sent within the 28-day period otherwise it may be disregarded.
