InTend is our e-sourcing system for managing all tender opportunities. We may also use other tender opportunities listed on the Central Buying Consortium.

How InTend works
All opportunities are advertised online. The system securely manages the entire tendering process – from pre-qualification questionnaires and short-listing suppliers to evaluating submissions and awarding contracts.
For most purchases over £100,000, we run a competitive tender process. We also use In-Tend for lower-value, less complex quotation exercises. We don’t usually keep approved supplier lists – any that are in use are published on InTend.

Once registered, you can apply for current opportunities and be notified about future opportunities.
Submit your expression of interest online, and provide all information requested in the advert. Please note: hard copy submissions are only accepted in exceptional cases, as instructed. Verbal expressions of interest will not be accepted.
Sub-contractors and suppliers
If you can’t supply the full service, you can still be part of our supply chain as sub-contractors or suppliers to our main contractors.
To express your interest, email procurement@portsmouthcc.gov.uk and include the project you’re interested in, your contact name, telephone number, and a brief description of the services or supplies you can provide.
We’ll share your details with shortlisted bidders at the tender stage. We can’t recommend specific companies to our main contractors, but you can put forward your own commercial offer.
