You need a performance licence or exemption if a child is taking part in a performance, broadcast or filming.

When to apply
The production company needs to apply at least 21 days before the first performance.
If your first performance is in less than 21 days, contact us on 02392 841 419 or at childemployment@portsmouthcc.gov.uk before applying. We may be able to issue a licence within 12 full days’ notice for a £35 late fee.
Late applications may not be processed if we’re dealing with a high volume of requests.

To avoid delays, make sure all application forms and documents are complete and correctly signed. Incomplete applications will be rejected and returned to the applicant.
How to apply
The performance licence must be issued by the local authority where the child lives.
Single performance licence
If one child is taking part in the performance, you can apply online for a single Performance Licence, and include all the documents listed above.
Multiple performance licences
If two or more children are taking part in the performance, you need to apply for multiple performance licences.

You need to submit the child performance licence application form by email and include all the documents listed above for each child.
When a licence is required
A licence is required if the performance:
- takes place on a licensed premises
- is broadcast, filmed or recorded for public viewing
- involves any charge (even if there is no admission charge)
A licence is also required if the child:
- performs for more than 3 days in a 6-month period
- is being paid
- requires absence from school to perform
It’s illegal for the child to perform without a licence when one is required.
Performances organised by schools and take place in schools do not need to be licensed. This does not apply to dance schools.

When a licence is not required
A performance exemption can be issued if:
- the performance is unpaid
- the child doesn’t require absence from school for rehearsals or performances
- the child has not performed for more than 3 days in the last 6 months
You can apply online for performance licence exemption.
We can only issue exemptions for children who live in the Portsmouth local authority area.
If an exemption is issued, licensed chaperones are not legally required. However, we strongly advise that you always have sufficient adult supervision for the child.
Performance rules
Children should not take part in performances or rehearsals:
- on more than 6 consecutive days
- for more than 8 consecutive weeks without an interval of 2 weeks
- more than once a day if attending school that day
- without an interval of 1 hour 30 minutes between 2 performances on the same day
- without an interval of 12 hours between the end of an evening performance and the start of the following day
There are further rules depending on the child’s age.
