In 2025/26, under our long-term Private Finance Initiative (PFI) with Ensign Highways, Portsmouth City Council plans to deliver a comprehensive programme of highway maintenance and improvements. This includes resurfacing 4.4 km of carriageways, upgrading 8 km footways, and repairing three highway structures. We also expect to fill approximately 1,400 potholes during this period.
The delivery of these works will be managed through the PFI contract, which ensures a performance-based, whole-life approach to asset management. The programme will be split between preventative and reactive maintenance, with a growing emphasis on preventative treatments to improve long-term network condition and reduce future repair costs.
Works will be targeted across the network, including major routes, residential streets, and key pedestrian corridors. Priority will be given to locations identified through Ensign’s regular inspections and condition assessments, ensuring that resources are directed to areas most in need.
This proactive, data-led approach supports the council’s aim to maintain a safe, reliable, and sustainable transport network. By investing in preventative maintenance now, we aim to reduce disruption, extend asset life, and deliver better value for money for the city.
