A traffic regulation order (TRO) is the legal means that enables Portsmouth City Council as the Traffic Authority to introduce traffic regulations and manage how roads are used in the city.
In general, they’re used to regulate, restrict or prohibit the use of a road, or parts of the road. For example, a TRO is required to implement new parking restrictions, one-way streets, cycle lanes or taxi ranks, or other similar schemes.
A TRO may be in effect all the time, or just during specific times of the day. It could apply to everyone who uses the road, or may apply only to people driving, walking or cycling.
