Quarterly reporting 25/26

In each quarter of the financial year, we publish our performance over a range of areas connected to Local Authority Housing so that you can find out how we are doing, how we are improving and so you can hold us to account.

  • Quarter 1 is 1 April – 30 June

*New measure as data is recorded differently now due to the implementation of Awaabs Law in October 2025.

Decent Homes
Following clarification from the Regulator of Social Housing we have changed how we are recording Decent Homes figures, with full assurance with Decent Homes only being reported where we have undertaken a HHSRS survey.

Due to the reduction in reported level of full assurance we have commissioned external consultants to undertake 12,000 condition surveys which will commence in Q3 and will be completed by September 2026.

Electrical safety checks

We have accelerated our electrical inspection programme to ensure that all dwellings have an electrical inspection within 5 years ahead of the change to Electrical Regulations in May 2026.

Damp & mould

Performance deteriorated as continued high demand from residents and as a result of stock surveys

Repairs team reallocated surveyor resources to prioritise damp and mould to respond to increased demand, triaging by customer repairs team to assist resources

Policy and process guidance will be reviewed by the damp and mould panel

Carbon monoxide detectors
Measure is stable. Only outstanding numbers are related to repurchased properties that are currently void or voids, therefore will be installed as part of the void works.

Emergency repairs & Urgent repairs
These measures have been split out to reflect the introduction of new repair categories from 1st June 2025, namely Emergency, Urgent and Routine.

It is likely that there will be some fluctuation in figures reported for these measures whilst the new categories settle as contractors get used to the new categories, quality checks are being reviewed to ensure categories are correctly raised.

Commentary

Rent arrears

Q4 has seen a reduction in the arrears of £340k. The Locum Housing Officers are being used to provide additional resource and focus on arrears in an attempt to increase collection rates. Income collection remains a strong focus for the Housing Office teams with new training due to be rolled out during Q1 of 2026-27. We also intend to introduce paperless Direct Debit collections during Q1 and will be adding more payment methods for tenants to help increase income collection.

Commentary

Quarter 4 has continued with the same trend as Q3. There remains interest in the RTB, albeit in a much reduced quantity. However, we are receiving minimal physical applications and this will be because of the much reduced discount. The majority of the sales completing are the remaining stragglers from the November 2024 applications of which we have 10 applications outstanding.

Commentary

We do not cut the grass in communal areas over the winter which reduces the gardening tasks completed in Q3 & Q4 every year. This is expected and we re-allocate this resource to other tasks during this time.

The number of investigations the Estate Wardens conduct on bulky waste reduces the amount that we must collect and pay for disposal as we can resolve these by confirming who left the waste and getting them to remove it themselves.
