This policy explains when Portsmouth City Council may charge residents for repairs to council housing, leasehold or shared ownership properties.
Residents may be charged where a repair is their responsibility, including where damage has been caused deliberately or through misuse or neglect. Charges may also apply to unauthorised alterations, work requested by a resident, or work the council needs to carry out to protect the property.
Before making a charge, we will consider the circumstances of the resident and whether the charge is proportionate. Where possible, we will provide an estimate before carrying out the work. Charges may include the cost of labour, materials and other costs associated with completing the repair.
Residents are responsible for reporting repairs to their home and making agreed payments where a repair is chargeable.
