Guidance for developers: land contamination

If your site may be contaminated, follow the assessment and remediation process before development starts.

The contamination assessment process

The Council follows a phased approach to contaminated land assessment.

Stage 1: Desk study

The desk study investigates the site's history and surroundings to identify possible contamination risks.

It should include:

  • site history
  • historical maps
  • planning history
  • environmental information
  • site walkover survey
  • preliminary risk assessment
  • conceptual site model

The report should determine whether further investigation is required.

Stage 2: Site investigation

Where risks have been identified, an intrusive site investigation may be required.

This may include:

  • soil sampling
  • groundwater monitoring
  • ground gas monitoring
  • laboratory testing
  • updated risk assessment

The investigation should confirm whether contamination presents a risk to future users or the environment.

Stage 3: Remediation strategy

If risks are identified, a remediation method statement must be prepared.

This should explain:

  • how contamination risks will be managed
  • any treatment or remediation works
  • protective measures being installed
  • how the work will be verified

The remediation strategy must be approved by the LPA before implementation.

Stage 4: Verification

Once remediation works are complete, a verification report must be submitted.

This report provides evidence that:

  • approved remediation has been carried out
  • contamination risks have been addressed
  • any imported materials meet agreed standards
  • the site is suitable for its intended use
