Pre-Submission Local Plan consultation

Consultation on the Pre-Submission Local Plan will run for eight weeks from 9 July 2024 to 11.59pm on 3 September 2024.

The Pre-Submission Local Plan and all its supporting documents can be viewed on the Portsmouth Local Plan evidence page.

This consultation is on the Pre-Submission Local Plan along with the Policies Map, Sustainability Appraisal, Habitat Regulations Assessment and Consultation Statement. To help guide you through the consultation, view the Frequently Asked Questions.

The quickest and easiest way to input into the consultation is to access the online Pre-Submission Local Plan form.

Alternatively you can view the Pre-Submission Local Plan and complete a paper comment form from the following deposit points:

How to complete the consultation form

  • Please outline which document and section of the document you are responding to.
  • Do be as descriptive as possible using the policy number, paragraph numbers and/or site names you are responding to and supporting evidence documents where relevant.
  • Please remember to provide all the supporting information necessary to support your representation and your suggested modification(s). You should not assume that you will have a further opportunity to make submissions.
  • A name and postal address must be provided for the comments to be accepted. Anonymous or confidential representations without this personal information cannot be accepted.

Everyone is welcome to comment on the Local Plan. All comments received in writing will be passed in their entirety to the Local Plan Inspector, who is appointed on behalf of the Government to examine the Plan.  This means that any comments you make will be considered by the council and the inspector.

About the Pre-Submission Local Plan

This is a technical consultation that focuses solely on legal compliance, compliance with the Duty to Cooperate and soundness.  For the plan to be legally compliant it needs to meet all legal and procedural requirements.

All local planning authorities, including Portsmouth City Council, are under a duty to cooperate with each other, and with other prescribed bodies, on strategic matters that cross administrative boundaries, for example housing need and transport.  The government defines a Local Plan as sound if it is positively prepared, justified, effective and consistent with national policies.

The Pre-Submission Local Plan was approved by Full Council for public consultation and submission for examination on Tuesday 28 May.

The Statement of Representations Procedure & Availability of Proposed Submission Documents for Inspection

The Local Plan has been prepared in accordance with The Statement of Community Involvement which explains how the council consults on planning policy documents and planning applications.  It has also been prepared in accordance with the timetable set in the Local Development Scheme.

Previous Local Plan consultations

The council consulted on a draft Local Plan under Regulation 18 in Autumn 2021. A progression update was submitted in March 2022 along with a consultation summary report.


A consultation document on the future of the Tipner Strategic Development Area was published in 2019. This  document set out the issues and possible options for the regeneration of Tipner and Horsea Island, which included the reclamation of land from Portsmouth Harbour.

A summary of the evidence work prepared for the new Local Plan was also produced along with a wide range of evidence studies for comment.


An Issues & Options consultation was run. This set out the council’s understanding of the key planning issues for the future of the city and options for how to address them.
