Work is under way on a new Portsmouth Local Plan, which will seek to deliver the Imagine Portsmouth 2040 Vision:

In 2040 Portsmouth will be an island city with an incredible waterfront, a rich cultural heritage and a strong maritime history. With a naval base, international port and strong local links across the south, we are the centre of culture and enterprise for our area. In 2040 we are very proud of Portsmouth, how we behave towards each other and how it feels to live here.

The timetable for the Local Plan is set out in the new Local Development Scheme which was approved on 9 January 2024. The Statement of Community Involvement (SCI) explains how the council consults on planning policy documents and planning applications. The public consultation on this document is now closed and the new SCI document will be published in the autumn.

Previous Local Plan consultations

The council consulted on a draft Local Plan under Regulation 18 in Autumn 2021. A progression update was submitted in March 2022 along with a consultation summary report.

2019

A consultation document on the future of the Tipner Strategic Development Area was published in 2019. This  document set out the issues and possible options for the regeneration of Tipner and Horsea Island, which included the reclamation of land from Portsmouth Harbour.

A summary of the evidence work prepared for the new Local Plan was also produced along with a wide range of evidence studies for comment.

2017

An Issues & Options consultation was run. This set out the council’s understanding of the key planning issues for the future of the city and options for how to address them.
