When to apply

Standard application: please allow at least ten working days (Monday-Friday) before your shooting begins.

If your filming takes place on the council land or property, apply at leaset three weeks before your shooting begins. We recommend a site visit first to ensure the location is safe and suitable.

If your filming requires traffic management, it takes much longer. Applications requiring full road closure may take up to six months.

How to apply

You can apply for a student film permit online.

Fill out your application as follows:

1. Use the link above to apply for filming permission online.

2. Fill in the required details under the “contact and organisation” tabs.

3. Under the “Production Details” tab, select ‘Student’ under type of production.

Provide a clear and unique project title. For example, if the whole class has been given a project titled ‘Southsea Castle’, please also include your team’s name or the lead student’s name who is submitting this application.

Mark £0 under the Budget tab.

4. Under the “Further details” tab, give a clear description of your production.

5. Under the “Location details” tab, mark £0 under the “location budget” tab. Use what3words.com to provide a precise location.

Please make sure the dates and times you enter are accurate, as any changes later on could affect whether your request is approved.

If your filming takes place on the council land or property, please provide as much detail as possible in your application form.

6. Under the “Parking and highways” tab, fill in if necessary. If parking is required, it’ll take us longer to process your application.

If you require a road closure, your application may take up to 12 weeks, with additional costs. You also need to employ a Traffic Management Company.

7. Under the “Council services” tab, you need to outline any council services you might need for your production. For example, waste collection, or removing of any signs or cones at your filming location.

8. Under the “Declaration and evidence” tab, we recommend downloading a copy of your form before submitting.

9. After you’ve submitted your form, please note down your reference number.

10. We cannot process any application without a copy of your risk assessment signed by your tutor. Please email it to filming@portsmouthcc.gov.uk.

If you’re a student at the University of Portsmouth, you don’t need to submit a copy of your insurance as we have this on file.

Please note: there’s no filming charges for requests from undergraduate students at the University of Portsmouth.
