Portsmouth’s iconic Spinnaker Tower was illuminated in the colours of the Care Leaver Covenant to mark the start of National Care Leavers Month. The striking display welcomed care-experienced young people to the top of the landmark for a special celebration event.
As part of its ongoing commitment to the Care Leaver Covenant, Portsmouth City Council supports young people aged 16–25 as they transition from care to independence.
Councillor Nick Dorrington, Cabinet Member for Children, Families and Education at Portsmouth City Council, said:
“This month is all about recognising the incredible resilience and potential of care-experienced young people in our city. Leaving care can be a daunting step, and we want every young person to know they’re not alone.
“We’re making sure they have access to the right support, opportunities, and encouragement to thrive, whether that’s in education, employment, or simply finding their feet.”
From Tuesday 28 October to 28 November 2025, Portsmouth City Council will host a series of events and activities, including football matches, wellbeing sessions, and workshops. Each session is designed to build confidence, foster connection, and celebrate personal growth.
The council currently supports 320 care-experienced young people aged 18–25, providing guidance through personal advisors and dedicated services that help them navigate the journey to independence.

“Lighting up the Spinnaker Tower is more than just a gesture, it’s a statement. We want care leavers to know they are seen, valued, and supported.
“Portsmouth is proud to be a city that welcomes care-experienced young people into its organisations and communities. We’re committed to creating spaces where they can grow, succeed, and feel a true sense of belonging.”
National Care Leavers Month is a campaign led by the charity Become, celebrating care-experienced young people and raising awareness of their journeys. The 2025 theme, ‘Rising as Me’, highlights resilience, transformation, and identity, encouraging young people to share their stories and aspirations for the future.
