The Police Reform and Social Responsibility Act is intended to bring about amendments to the Licensing Act 2003.

These legislative changes have been instigated following the Government giving a clear commitment to overhaul alcohol licensing and to tackle the crime and disorder that can be caused by alcohol together with the associated health and social harms as well as rebalancing the 2003 Act in favour of local communities.

The majority of the new measures came into force on 25 April 2012.  However, some of the proposed changes will require substantive changes to secondary legislation prior to them coming into force.  In particular these relate to:

  • late night levy;
  • early morning restriction orders (EMROs);
  • locally set licensing fees.
