The City Centre Masterplan sets out our vision for the future of Portsmouth’s city centre. It supports regeneration, identifies key development opportunities, and provides a clear guide for investment and planning decisions.

We adopted the City Centre Masterplan Supplementary Planning Document (SPD) on 7 January 2013. The SPD for Station Square and Station Street was revoked on the same date as the proposals for this area have been incorporated into the City Centre Masterplan.

The masterplan aims to boost the prosperity of the city centre and the overall regeneration of the city. It identifies a number of great opportunity sites for development and key public realm opportunities for the Commercial Road, North of Market Way, Station Square and Station Street and Guildhall localities, as set out in the Portsmouth Plan. A separate SPD for The Hard identifies development opportunities at the western end of the city centre.

The masterplan will now guide future investment in the city centre, particularly by private sector developers and landowners, as well as steer the allocation of public-sector funds. It will give developers a clear framework to work with and help us to determine planning applications.
