Portsmouth City Council (Marketway) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.250) Order 2023
Notice is hereby given that Portsmouth City Council has made the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 29th August 2023 and the effect will be as follows:-
A) TEMPORARY ROAD CLOSURE AND PROHIBITION OF LOADING AND WAITING
UNICORN ROAD (OVERNIGHT)
From its junction with Bishop Crispian Way to Marketway (A3), both north and southbound carriageways.
Diversion: Stanhope Road – Station Street – Arundel Street – Arundel Street Roundabout – Holbrook Road – Lake Road – Cornmill Street Roundabout – Cornmill Street – Market Way Roundabout – Market Way – Commercial Road AND Alfred Road – Anglesea Road – St Michaels Road – King Richard I Road – Winston Churchill Avenue – Isambard Brunel Road – Station Road – Commercial Road – Stanhope Road.
Westbound vehicles to be diverted from Stanhope Road via suspended bus lane on Bishop Crispian Way to Queen Street.
UNICORN ROAD (NORTHBOUND BUS LANE SUSPENSION)
From its junction with Bishop Crispian Way to its junction with Marketway. (Lane closure in main carriageway.)
Diversion: All vehicles to use bus lane.
UNICORN ROAD (SOUTHBOUND BUS LANE SUSPENSION)
From its junction with Marketway to its junction with Bishop Crispian Way. (Lane closure in main carriageway.)
Diversion: All vehicles to use bus lane.
MARKETWAY (SOUTHBOUND)
1. No right turn into Unicorn Road (toward Unicorn Gate).
2. From its junction with Hope Street Roundabout to its junction with Unicorn Road. (OVERNIGHT)
Diversion: Marketway – Market Way Roundabout – Cornmill Street Roundabout – Cornmill Street – Lake Road – Lake Road Roundabout – Holbrook Road – Arundel Street Roundabout – Holbrook Road – Bradford Junction Roundabout – Winston Churchill Avenue – Winston Churchill Avenue Roundabout – Winston Churchill Avenue – King Richard I Road – St Michaels Road.
ALFRED ROAD (SOUTHBOUND)
From its junction with Unicorn Road to Bishop Crispian Way. (OVERNIGHT)

From HMS Nelson main gate to its junction with Marketway (No left turn into Alfred Road). (OVERNIGHT)
Diversion: Bishop Crispian Way – Stanhope Road – Station Street – Arundel Street – Arundel Street Roundabout – Lake Road – Cornmill Street Roundabout – Cornmill Street – Market Way Roundabout – Market Way – Commercial Road.
BISHOP CRISPIAN WAY (BUS LANE SUSPENSION)
From its junction with Alfred Road to end of bus lane (approximately 50 metres). (OVERNIGHT)
PARK ROAD
From its junction with Burnaby Road to its junction with Anglesea Road. (OVERNIGHT)
Diversion: Burnaby Road – Cambridge Road – St Michaels Road and as above for Alfred Road.

From its junction with Hope Street Roundabout to Cascades Approach Access Road At Western End Leading To Multistorey Parking Area.

B) TEMPORARY PROHIBITION OF DRIVING (LEFT TURN ONLY)
UNICORN ROAD (NO RIGHT TURN OR STRAIGHT ON. LEFT TURN ONLY)
From north of the cycle/footpath subway access gate (and private road to Unicorn Gate) to its junction with Marketway (A3).
Diversion: Marketway – Hope Street Roundabout – Marketway.
C) REASON FOR THE ORDER
To facilitate reconfiguration of the junction and crossing points, construction of new 2-way bus link through to Charlotte Street, reconfiguration of Cascades Car Park entrance/exit and associated drainage, traffics signals and carriageway surfacing works.
D) DURATION OF THE ORDER
From 29th August 2023 to 30th May 2024 or completion of the works, whichever is sooner. Works will be carried out in sections. Specific dates for each phase of works will be notified by the placement of signage and letters to businesses and residents in advance of each works. Overnight works will take place between 20:00 – 06:00.
E) DIVERSION
Vehicles will be diverted as detailed above for each phase of works.
Pedestrian and cycle access will be maintained around the works or via local routes.
(No simultaneous access from Unicorn Road or Marketway. See above for diversion from Marketway (southbound) and Unicorn Road.)
