Portsmouth City Council (Fratton Festival of Light Parade) (Temporary Road Closure) (No.307) Order 2023

Portsmouth City Council pursuant to arrangements made under Section 21 of the Town Police Clauses Act 1847 intends to make an Order the effect of which is to prohibit vehicular traffic from proceeding in the roads and the lengths of roads set out below on Friday 17th November 2023 and the effect will be as follows:-

A) TEMPORARY ROAD CLOSURE

VIVASH ROAD
From its junction with Somers Road North to its junction with Lucknow Street.
Duration: 18:00 to 19:00

LUCKNOW STREET
From its junction with Fratton Road to its junction with Vivash Road.
Duration: 18:00 to 19:00

BERKSHIRE CLOSE
At its junction with Vivash Road.
Duration: 18:00 to 19:00

SOMERS ROAD NORTH
At its junction with Fratton Road.
Duration: 18:45 to 20:00 (or the parade has passed)

FRATTON ROAD
From its junction with St Marys Road to Fratton Bridge Roundabout (access only to Selbourne Terrace).
Duration: 18:45 to 20:00 (or the parade has passed)

CORNWALL ROAD
At its junction with Fratton Road.
Duration: 18:45 to 20:00 (or the parade has passed)

PENHALE ROAD
At its junction with Fratton Road.
Duration: 18:45 to 20:00 (or the parade has passed)

GARNIER STREET
At its junction with Fratton Road.
Duration: 18:45 to 20:00 (or the parade has passed)

SANDRINGHAM ROAD
At its junction with Fratton Road.

ARUNDEL STREET
At its junction with Fratton Road.

SHEFFIELD ROAD
At its junction with Fratton Road.

NEWCOME ROAD
At its junction with Fratton Road.

STAMFORD STREET
At its junction with Fratton Road.
Duration: 18:45 to 20:00 (or the parade has passed)

CLIVE ROAD
At its junction with Fratton Road.
Duration: 18:45 to 20:00 (or the parade has passed)

CHURCH ROAD
At its junction with Fratton Road.
Duration: 18:45 to 20:00 (or the parade has passed)

B) REASON FOR THE ORDER
To facilitate the Fratton Festival of Light Parade.

C) DURATION OF THE ORDER
From 18:00 to 20:00 on Friday 17th November 2023 or completion of the event, whichever is sooner, or at the discretion of the Highway Authority or its agents. Roads will reopen when it is deemed safe to do so.
Notwithstanding the above, the parade will form up between 18:00 to 19:00 on Vivash Road and the parade will take place on the carriageway from Vivash Road – Somers Road North – Fratton Road – St Marys Church between 19:00 to 20:00 with side roads closed at 18:45 and delays of approximately 30 minutes between any two junctions.

D) DIVERSION
Southbound: St Marys Road – Milton Road – Rodney Road – Fratton Way – Goldsmith Avenue – Fratton Bridge Roundabout – Fratton Road.
Northbound: Victoria Road North – Holbrook Road – Lake Road – Fratton Road.
A rolling road closure will be in place. Vehicles will be held up at the side junctions with Fratton Road while the parade passes with delays of up to 30 minutes at each junction. Vehicles from side roads will be marshalled southbound after the parade has passed. Vehicle access will be maintained to Selbourne Terrace to and from Fratton Bridge Roundabout.
Pedestrian access will be maintained. Cycles to dismount or follow vehicles diversions.
