Portsmouth City Council (Local Carriageway Resurfacing Programme) (Temporary Prohibition of Driving, Loading and Waiting) (No.86) Order 2021
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 1st August 2021 and the effect will be as follows:-
A) TEMPORARY PROHIBITION OF DRIVING, LOADING AND WAITING
GUNSTORE ROAD
(Night Works)
From its junction with Norway Road to the junction of Limberline Road.
No Diversion: Contraflow lane closures with traffic signals.
LIMBERLINE ROAD
(Night Works)
Eastbound from its junction with Gunstore Road.
No Diversion: Dead end road.
LIMBERLINE SPUR
(Night Works)
From its junction with Limberline Road.
No Diversion: Contraflow lane closures with traffic signals.
ST HELENS PARADE
In its entirety.
Diversion: Southsea Esplanade – St Georges Road – Eastern Parade and vice versa.
Side road closures: Granada Road, Craneswater Park, St Helens Close and Festing Road.
Local Diversions in place.
EASTERN PARADE
In its entirety.
Diversion: Festing Road – Highland Road – Cromwell Road – St Georges Road and St George’s Road – Southsea Esplanade – St Helens Parade.
Side roads junctions closed: Helena Road, Bruce Road, Spencer Road, Cousins Grove, Burbidge Grove, Brading Avenue.
Local Diversions in place.
STANHOPE ROAD
From its junction with Commercial Road (South) to the junction of Bishop Crispian Way.
Diversion: Unicorn Road – Alfred Road – Anglesea Road – St Michael’s Road – King Richard1st Road – Winston Churchill Avenue – Isambard Brunel Road – Commercial Road and vice versa.
UNICORN ROAD
(Day Works)
Southbound from Market Way to Commercial Road.
Except for access for buses, cyclists and taxis (and access to Cascades delivery ramp, parking on Bishop Crispian Way and Cathedral Car Park).
Diversion: Alfred Road – Anglesea Road – St Michael’s Road – King Richard1st Road – Winston Churchill Avenue – Isambard Brunel Road – Commercial Road.
VICTORIA ROAD SOUTH
From its junction with Clarendon Road to its junction with Marmion Road.
Side road junctions closed:
Hamilton Road, Richmond Road, Freestone Road.
Diversion: Elm Grove – Kings Road – Kings Terrace – Jubilee Terrace – Bellevue Terrace – Pier Road – Duisburg Way – Osbourne Road – Clarendon Road – Waverley Road – Albert Road.
B) REASON FOR THE ORDER
To facilitate local carriageway resurfacing works.
C) DURATION OF THE ORDER
From 1st August 2021 for 18 months or completion of the works, whichever is sooner. Each works will be notified in advance by the placement of signs and letters to affected residents and businesses.
Notwithstanding the above, works are expected to take place within 12 months, with 6 months contingency in the event of adverse weather and/or if works are postponed. Rescheduled dates will be notified by the placement of signs and letters to residents and businesses. (Works could include temporary traffic signals, Stop and Go boards and lane closures.)
D) DIVERSION
Vehicles diverted as detailed above. Cyclists to follow local diversions.
Pedestrian access will be maintained.
