Portsmouth City Council (Seafront Closures) (Temporary Prohibition of Driving, Loading and Waiting) (No.57) Order 2020

Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(b) of the Road Traffic Regulation Act 1984 (the Act), as amended by the Road Traffic (Temporary Restrictions) Act 1991 and, in accordance with Section 3(2)(a) and (b) of the Act, the Council are satisfied that for the purposes of avoiding danger to persons or other traffic using the road to which the order relates, it is requisite that subsection Section 3(1)(b) of the Act should not apply to this order. Not withstanding the above, no vehicle shall be permitted access to premises, except any authorised vehicle being used in connection with deliveries to premises between the hours of 20:00 and 08:00.

The Order comes into operation from 26th June 2020 and the effect will be as follows:-

A) TEMPORARY PROHIBITION OF DRIVING, LOADING AND WAITING

CLARENCE ESPLANADE

From west of the entrance to the D-Day Car Park to its junction with Clarence Pier Road, or sections thereof, as required.

SOUTHSEA ESPLANADE

From its junction with St Helens Parade to its junction with St George’s Road (except buses to and from The Ocean at The End of The Lane), or sections thereof, as required.

B) REASON FOR THE ORDER

For social distancing purposes because of the likelihood of danger to the public.

C) DURATION OF THE ORDER

The Order shall come into force on26thJune2020for a maximum of 18 months.

D) DIVERSION

Vehicles will be diverted from Clarence Esplanade to Avenue de Caen – Clarence Parade – Duisburg Way – Pier Road – Clarence Pier Road and vice versa. Vehicles will be diverted from Southsea Esplanade to St Helens Parade – Eastern Parade and vice versa.

Pedestrian and cycle access will be maintained where appropriate and safe to do so.
