The council is also responsible for enforcing parking restrictions and issuing penalty charge notices, which are payable online.
As well as ensuring fair parking for residents, businesses and visitors, we play a vital role in keeping the city moving, monitoring major roads from our traffic control room. We also promote road safety and fight vehicle crime alongside the police.

Motorcycles can park for free in a number of places around the city, including:
Car parks with marked bays specifically for motorcycles are: Ashby Place, Clarence Pier, Seafront D-Day, Guildhall Walk, The Harbour, London Road and Seafront The Esplanade – follow the link for a full list of council-run car parks.
Motorcycles must abide by restrictions in non-permitted limited waiting bays and may not park on double or single yellow lines, in taxi ranks, bus stops, disabled bays or loading bays.
The Code of Practice is for the council’s Civil Enforcement Officers to follow when issuing penalty charge – a copy can be found below.
