How to apply for a certificate to supply alcohol and regulated entertainment in qualifying clubs.

Overview

To authorise the supply of alcohol and regulated entertainment in a qualifying club, you need a club premises certificate from Portsmouth City Council.

In a qualifying club there is technically no sale by retail of alcohol (except to guests), as members collectively own the alcohol stock and payments made at the bar help preserve equity between members.

To qualify, a club must meet the requirements set out in the Licensing Act 2003. The Act also provides the powers for licensing authorities to regulate and issue licences.

Please have regard to Portsmouth’s Statement of Licensing Policy and the Statutory Guidance issued in accordance with Section 182 of the Act.

A club can apply for a club premises certificate for premises that are occupied and used regularly for club purposes. Applications should be made to Portsmouth City Council as the licensing authority for premises situated within Portsmouth.
