Resident consortium
This is a formal group for residents, where residents set their own agenda for their monthly meetings. Membership is automatic if you remain a Portsmouth Homes tenant or leaseholder.
Management attends the consortium meetings, allowing residents and the council to have two-way information on housing matters. Residents can also tell others what is happening in their area
The consortium is part of the consultation process for all key decision-making, including:
- rent setting
- repairs
- neighbourhoods

Resident focus groups
Focus groups are organised for residents interested in a specific housing subject. They are held on an ad hoc basis.
Focus group members can call for a meeting and can request specific information to be presented to the group.
There are currently groups about the following subjects:
- Rents – our annual rent consultation begins in September with a review of the Housing Revenue Account. Residents are then involved in key decisions, including rent setting and identifying savings, before charges are agreed in April. You can contact us for a copy of the most recent rents presentation.
- Repairs and maintenance – meetings on updates and changes in the repairs service
- Communications – meetings where residents give feedback on how we can improve our communication.
- Neighbourhood services – discuss cleaning and gardening in your local area
- Scrutiny – review documents and give your opinion on how we perform, share your thoughts in a constructive way to help us grow as Portsmouth Homes
- Tenant satisfaction measures – planning for the residents survey and considering the annual findings
- House Talk – an editorial meeting for our resident magazine three times a year. Residents can propose content and submit articles.
- Housing Standards – reviews our performance against the housing standards and considers if we are meeting what we have set out in our resident’s charter.
- Staff recruitment panel – members of the residents consortium who join the recruiting panel for key roles.
- High-rise living building safety – for residents who live in our housing blocks over seven storeys high
- Policies – review the guidelines we use to inform decisions made on council buildings.
- Anti-Social Behaviour – Join us to discuss anti-social behaviour at Portsmouth Homes, hear about the work being undertaken by local services, and help shape future priorities
Resident associations and informal resident groups
We are keen to help and encourage any individual or resident group that wants be involved.
When residents express an interest in participating for the first time, we ensure they get all the relevant information on opportunities available to them. We will help them work out the best way to get involved.
Any level of involvement from a resident is important and is treated as such.
Support for new groups
We support residents who are keen to set up a new group. We will assist them through the initial stages of developing the group.
If a resident approaches us about setting up a new group, we:
- speak to them and explain the process of setting up a group
- write to residents in the area to gauge interest
If enough residents want a group, we:
- help with first meeting and venue
- provide publicity for the meeting and attend if requested
- provide support for any stationery required for initial startup – this can include production of agendas, minutes, and organising any necessary training
- provide general advice and support as needed
House Talk
House Talk is a resident’s magazine produced 3 times a year. It’s a useful way to share local news and information on new housing. It’s sent to every resident.
Content of the magazine is decided by the editorial panel. The panel is made up of staff and residents who meet to decide which articles will go in.
House Talk is reviewed regularly to ensure it meets residents’ needs and provides good value for money.

Do you want to start a community group or activity?
We can help you with the startup of your group, which can include equipment and venue hire. This can be a one-off group or activity.
Criteria:
- you must be a Portsmouth Homes tenant or leaseholder
- the group or activity must be open to the community
- the majority of attendees must be Portsmouth Homes tenants or leaseholders

Housing developments affect you and your local communities. That’s why we go out and ask people what they think – so we can include your views, feedback and opinions in the design and building process where possible.
