Homelessness strategy consultation
We have launched a consultation on our draft Homelessness strategy. If approved the strategy would be in place from 2024 to 2029. The consultation is open from Monday 25 September until Sunday 22 October 2023.
Whether someone is sleeping rough, sofa surfing, or living in temporary accommodation, homelessness can affect anyone and doesn’t always look the way you would expect. It is our belief that everyone deserves a safe home.
This strategy review and consultation is the result of a lot of conversations with people who have experienced homelessness, as well as the partners that we work with to provide homelessness services every day in the city.
This is the last stage of consultation for this document which has already been shaped by those conversations.
We welcome your views. This is an opportunity to shape the way we work with homeless people and those who are at risk of becoming homeless in the city for years to come.

Portsmouth’s 2024-2029 Homelessness Strategy will aim to:
- Prevent homelessness
Prevent incidences of homelessness wherever possible. Relieve more homelessness where prevention is not an option.
- End rough-sleeping
Ensure rough sleeping is rare, brief, and not recurring.
- Provide the right housing to relieve homelessness
Ensure people are provided with accommodation that meets their needs and lets them feel safe and secure.
- Provide the right support
Whatever accommodation a person has, ensure they can access the right support at the right time to help them sustain it.
- Strengthen collaborative working
Improve communication with people at risk of homelessness. Strengthen local partnerships to prevent homelessness more often.
