From 1 September 2023 all houses in multiple occupancy (HMOs) in Portsmouth will need a licence. Landlords will be able to apply for an additional licence later this year.

Currently, HMOs of five people or more need a licence, and from September smaller HMOs with three and four occupants will need one too. It’s up to the owner or manager of the property to apply for a licence.

Everyone that rents in the city deserves a well-maintained and safe place to live. This licensing will protect private tenants and require landlords of HMOs to follow a number of conditions.
