Following the adoption of the Portsmouth Plan, which sets out the council’s vision for the city’s future and the development needed up to 2027, we consulted on draft site allocations documents in 2013 and 2014.

Instead of taking forward the site allocations as a stand alone document, we have now decided to do a full review of the Portsmouth Plan.

The past work on allocations will inform this process, but we are also putting out a new call for sites.

Call for Sites

The previous call for sites took place in September 2018. The results of this fed into the February 2019 Housing and Economic Land Availability Assessment (HELAA). This assessment identified that we have 2,900 homes less than the government’s standard housing target. The HELAA is currently being updated to feed into a draft Local Plan expected in the spring of 2020.

Landowners, developers and their agents are invited to submit details of sites that could be allocated for development through the plan.

The plan will cover the period to 2036. We are particularly interested in sites becoming available during that period, which are:

  • able to accommodate five or more new homes or
  • 0.2 hectares or larger, and which are suitable for other uses such as employment, retail and leisure.

We will assess all sites submitted for their suitability for allocation in our Local Plan, and our Brownfield Land Register. Please note that the submission of a site does not automatically mean that it will be suitable for development.
