City Council Elections will take place in Portsmouth on Thursday 4 May 2023.

The Returning Officer is inviting applications from staff for paid roles at these elections.

Roles on offer include:

  • Polling Clerk
  • Polling Station Steward
  • Presiding Officer
  • Counting Assistant
  • Ballot Box Assistant
  • Postal Vote Assistant

These roles are ideal for anyone who has excellent customer service or administrative skills.

Portsmouth City Council employees will not be required to take annual leave to work on polling station duties provided they have their line manager’s permission to be released.

Job descriptions and payments

Poll Clerk

The Poll Clerk(s) appointed to a polling station will assist the Presiding Officer in conducting the poll. This will include duties such as checking voter identity documents, issuing ballot papers and marking the electoral register to indicate that a voter has been issued with their ballot paper.

It is important that you have good customer care skills and attention to detail.

On polling day (Thursday 4 May) you will need to arrive at the polling station by no later than 6.15am and will be on duty until the close of poll at 10.00pm.

You will also be required to complete a training session.

Poll Clerk Fee: Not less than £176.00 plus £30 training fee on successful completion of role

Polling Station Steward

Polling Station Stewards will be allocated to dual polling stations and those with a high number of allocated voters. The role will be responsible for managing access to the polling station and any queues which may form. You will also be required to provide advice to voters about accepted forms of photo ID and must have good customer care and communication skills.

On polling day (Thursday 4 May) you will need to arrive at the polling station by no later than 6.15am and will be on duty until the close of poll at 10.00pm.

You will also be required to complete a training session.

Polling Station Steward Fee: Not less than £176.00 plus £30 training fee on successful completion of role

Presiding Officer

The Presiding Officer is responsible for the running of a designated polling station and ensuring that all aspects of the voting process run smoothly.

You will be required to adhere to the instructions of the Returning Officer and ensure that both the integrity and safety of the poll is maintained at all times. You must have excellent administration and interpersonal skills and be able to retain a calm and assured approach when under pressure. You must also have access to your own transport (mileage will be payable).

On polling day (Thursday 4 May) you will need to arrive at the polling station by no later than 6.15am and will be on duty until the close of poll at 10.00pm when you will then complete the required documentation and return the ballot box and all documentation to the Count at Portsmouth Guildhall.

You will also need to complete a training session and collect your ballot box and equipment on Tuesday 2 May. Please note that the ballot box and equipment/documentation may be heavy and you must be capable of handling and transporting these items.

You must have previous experience or have been a poll clerk at least twice to apply for this role.

Presiding Officer Fee: Not less than £272.00 plus £40 training fee on successful completion of role

Counting Assistant

Counting Assistants are employed to count the votes cast at the election. The counting of votes will take place on Thursday 4 May from 10.00pm in the Main Hall of Portsmouth Guildhall and you should ensure you arrive by 9.30pm.

The first stage of the counting process is to ensure that the number of ballot papers in the ballot box matches the ballot paper account completed at the polling station (verification stage).

After the verification stage has been completed, the ballot papers will be sorted and counted. It is expected that you will be required until at least 1.00am but a later finish time is possible.

You must be able to work with a high level of speed and accuracy.

Count Assistant Fee: £17.00 per hour

Ballot Box Assistant

Ballot Box Assistants are employed to assist with receiving ballot boxes and materials from polling stations to the Guildhall at the close of poll. All materials need to be recorded as received and items such as the ballot boxes will need to be transferred to the counting teams.

You should arrive at Portsmouth Guildhall by 9.00pm. It is expected that you will be required until at least 1.00am but a later finish time is possible.

The role will involve lifting and moving potentially heavy items and equipment.

Ballot Box Assistant Fee: £17.00 per hour

Postal Vote Assistant

Postal vote assistants are employed to prepare the postal vote ballot packs. Working in teams you will ensure that each postal ballot pack contains the correct ballot paper and relevant stationery.

You must be able to work with a high level of accuracy and attention to detail.

There will be two sessions which are provisionally scheduled to take place in the Civic offices on Saturday 15 April and Sunday 16 April from 9.30am until approximately 5.00pm. You must be available to work both days. A lunch break will be taken (unpaid).

Postal Vote Assistant Fee: £10.50 per hour
