All parking restrictions in Portsmouth continue to be enforced. Resident parking zones are operational and there is a charge for parking in Council car parks and on-street parking.

Visitor permits for all residents parking zones can be obtained by registering with RingGo at www.myringgo.co.uk/rvp and once your registration has been approved you can book and pay for parking sessions using your phone for any essential visitors when you need them.

If you are unable to use RingGo and your zone scratchcard is not currently available through one of the above outlets, please call the Parking Office on 023 9268 8310 between 9am and 4pm Monday to Friday (excluding Bank Holidays) for assistance.
Residential parking zone permit holders will receive a discount of 18.6% the next time they renew permits from 1 June. The discount is based on the duration of the enforcement suspension which was just over 2 months. Most discounts will happen automatically, however we will manually apply refunds to holders of second or third permits.
For example the discount on the first permit will be £5.60 so when you renew your permit you will be charged £24.40.
If you apply online the amount payable for a second/third permit will be reduced by the same amount as the first permit on purchase. The rest of the reduction will be refunded manually by the parking office, as soon as practically possible, either back onto the debit/credit card used to make payment or by cheque.

The national advice is that blue badge applications can continue to be made online or via the paper form.
Due to social distancing advice, the assessment may take place via telephone. However, if a decision cannot be made without a face-to-face assessment, you will be advised your application cannot be processed at this time; only when an appropriate level of assessment can be completed.
If you have an existing blue badge with an expiry date of 1 January 2020 and are affected by us not being able to make a decision following the three year review of your badge, you can continue to display the expired badge. You will not receive a Penalty Charge Notice.
Please be aware that the above guidance on using an expired blue badge for the specified period, only applies to local authority on-street parking and Portsmouth City Council pay and display car parks (not private car parks).
Blue Badges will be posted to residents (once applications are agreed and issued), instead of in-person.

If you need to pay an outstanding Penalty Charge Notice(s) and are experiencing financial difficulty during the coronavirus pandemic, we can offer you support.
If you cannot afford to pay what you owe now, but you will be able to pay within the next 28 days, you can request to pay on a certain date. Please let us know which date you are able to make your payment and we can put the case on hold. You can make a payment online or use the automated telephone payment service on the agreed date.
If you have more than one Penalty Charge Notice outstanding, we can consider offering you a payment arrangement. Please email us firstname.lastname@example.org and we can look at the amount outstanding and agree a realistic payment schedule for you.

If you have not previously made a payment and the case has already had a warrant issued and is with Marstons or Whyte & Co Enforcement Agents (formerly called bailiffs), please contact them to discuss your situation if you are experiencing financial problems. This will help avoid additional charges being added or further action taken. If you already have an arrangement with them please continue to make payments and contact them if this is a problem.
