Restart Grants – one off grant funding from 1 April 2021 

The Restart Grant scheme supports businesses that are predominantly reliant on delivering in-person services for the general public in the following sectors described below.

What periods does this scheme cover

Under the Restart Grant scheme, Local Authorities will receive funding to be allocated in one-off grants to non-essential retail businesses, or businesses in the hospitality, leisure, accommodation, personal care (e.g. hairdressers), and gym/sports sector. As a one off grant, this payment is not linked to a period of restriction, and payment will not renewed.

What you will get

Non-essential retail

  • If your business is eligible and has a property with a rateable value of £15,000 or under, you will receive a one off cash grant of £2,667.
  • If your business is eligible and has a property with a rateable value of above £15,000 and below £51,000, you will receive a one off cash grant of £4,000.
  • If your business is eligible and has a property with a rateable value of £51,000 or above, you will receive a one off cash grant of £6,000.

Hospitality, accommodation, leisure, personal care, gym/sports

  • If your business is eligible and has a property with a rateable value of £15,000 or under, you will receive a one off cash grant of £8,000.
  • If your business is eligible and has a property with a rateable value of above £15,000 and below £51,000, you will receive a one off cash grant of £12,000.
  • If your business is eligible and has a property with a rateable value of £51,000 or above, you will receive a one off cash grant of £18,000.

Grants are based on the rateable value of the property on 1st April 2021.

Businesses that are eligible are those in the following sectors:

  • non-essential retail
  • accommodation
  • leisure
  • personal care (e.g. hairdressers)
  • Gym/Sports facilities
  • hospitality businesses

Your business may be eligible if it:

  • occupies property on which it pays business rates
  • was trading on 1st April 2021.

Exclusions

  • businesses that are not the ratepayer
  • businesses that are in administration, are insolvent or where a striking off notice has been made are not eligible for this scheme
  • businesses outside of the eligible sectors
  • businesses that were not trading on 1st April 2021.

Eligibility

Any changes to the rating list (rateable value or to the hereditament) after 1st April 2021, including changes which have been backdated to this date, will be ignored for the purposes of eligibility.

Portsmouth City Council will not adjust, pay or recover grants where the rating list is subsequently amended retrospectively to the eligibility date. In cases where it was factually clear to the Council on 1 April 2021 that the rating list was inaccurate on that date, the Council may withhold the grant and/or award the grant based on its view of who would have been entitled to the grant had the list been accurate. This is entirely at the discretion of Portsmouth City Council, and is only intended to prevent manifest errors. This discretion cannot and therefore will not be used if it was not factually clear to the Council on 1 April 2021 that the rating list was not accurate.
